I don't believe there is an option to expand the buff bar. It was possible to have even more buffs than this, each with their own icon. This screenshot is from a time before certain skill buffs were changed to a display bar above the skill itself. There is no reason to carry 6 active skills, when you can essentially trade a few of those skill slots for passive slots and augment the skills you use the most. It's to save space on the buff bar, because it used to look like this. Actives that are really passive skills was a colossal mistake on Blizzard's part that goes against the entirety of their skill design philosophy.
